The first paragraph should have an overall summary of the data, which might be the highest and lowest or it might describe overall trends such as which categories increased and decreased.
The body paragraphs should try to cover ALL the data unless there is a lot of data ..perhaps 14 or more pieces. In this case some less important data can be left out.
The body paragraphs should try to cover the data from the lowest to highest or highest to lowest.
